on board for this year: robin davis - actica consulting robin davis is an independent government advisor and technology advocate, who has advised government bodies and many public safety agencies around the world on the deployment of large scale leading edge technology projects and programmes. specific to mission critical communications he has a detailed understanding of operational systems, lte, tetra radio, broadband and complex control room integration. his experience covers working across the uk, europe, the middle east, india, thailand, singapore, hong kong, australia and new zealand. he is a specialist in providing business case justification, benchmarking and procurement support for complex technology programmes and is currently advising various government, public safety, transport and utility organisations. robin is currently chairman of the tcca transportation group, a role he has undertaken for the last ten years. john dundas john has been working in radio communications for over 30 years starting with the military and moving into the pmr world on leaving the military. he started his own consultation business in 2015 providing radio communications and spectrum consultancy. his main work is now supporting mega sporting events with past projects in canada, brazil, australia, europe and currently working on one in japan. he follows all the new technology trends as these make their way into these mega events, and innovation can help solve engineering problems and budget constraints. communications is critical to these events with anywhere between 15,000 to 30,000 devices being used. dr. barbara held - federal agency for public safety digital radio (bdbos) barbara held is currently head of directorate operations at the german federal agency for public safety digital radio (bdbos) which is responsible for running the digital network and the tactical coordination with the users. she has joined the bdbos in august 2012 as head of directorate general affairs. following her academic career in communication science at freie universität berlin, barbara held was hired in 2000 by the german federal ministry of the interior (bmi) to work for the federal coordination board for the ict in the german government (kbst). among her tasks was the promotion of open standards as well as the management of several egovernment projects. from 2004 to 2008 barbara held was seconded as national expert to the european commission (dg entreprise and dg informatics) covering various topics in the area of cross-border data exchange. back in berlin she became member of the unit “police information matters” in the bmi,serving as head of the german delegation in the relevant eu-council working groups (schengen and dapix). in 2012 barbara held attended a six month course in “international security policy” at the german federal academy for security studies (berlin). she holds a phd in communication science and is board member and director of the tetra and critical communications association (tcca). kevin graham - atf and natf kevin is qualified electronics engineer with over 35 years’ experience in project and systems engineering, sales / marketing, and general and executive management for private and public multinational companies. for the past 15 years, he has run his own executive management and engineering consulting company global digital solutions. the majority of his working career has been spent in the telecommunications sector and more recently in mining and industrial mineral processing sectors. his career involved a broad spectrum of markets and geographies within enterprise, industrial, mining, government, public safety, defence, rail and other transport and utility customer bases. kevin established and chaired two regional industry associations for tetra & critical communication in australasia (since 2000) and north america (2012-2015), was past president and board member of the australian radio site owners and users associations (now arcia).he remains director on the australasian tetra and critical communications forum and holds executive positions on the board of several companies in singapore, australia and advisory to entities in new zealand and usa. tj kennedy tj kennedy is one of the co-founders and principals of the public safety network. tj has had a 15-year career in wireless technology and general management and, prior to the public safety network, was the president of the first responder network authority, known as firstnet, an independent government authority charged with creating the first ever financially self-sustaining broadband nationwide network for public safety. tj led firstnet from a start-up inside the united states government to become a $40 billion public-private partnership (ppp) that is governing a mission critical 4g lte network in all 50 us states, 5 territories, and the district of columbia. this ppp is the largest ever in the united states and is now providing prioritized and preemptive public safety communications to law enforcement, fire, and emergency medical services personnel. prior to joining firstnet, tj was the president of raytheon jps communications and led the public safety business at raytheon company. countries around the world are learning from the firstnet model and are looking to emulate its success. lambley - consulting editor, tetra today richard lambley is the consulting editor of tetra today and land mobile, and has been writing about wireless communications since the beginning of the modern his diploma (dipl.-ing.) in electrical engineering from the university of bremen, he proceeded to work for three german nationwide mobile network operators (e-plus gsm, broadnet wll, mobilcom umts) with responsibilities in the fields of planning, rollout and operations. finally, he was responsible for a german branch office. starting in 2003 at p3, since then and till now he was significantly overcoming technical obstacles and differences in operating procedures, motorola solutions, airbus defence and space along with msb and dsb have achieved interoperability between norway and sweden’s police and rescue teams. communications across the countries’ one thousand, six hundred, and nineteen kilometre long border are improving the responsiveness and efficiency of their emergency services and they are now collaborating with finland to connect virve to nødnett and to rakel, thereby creating a nordic communication cluster. the judges described it as a milestone for tetra and a great step forward in critical communications. best innovation award winner: smith myers communications, artemis smith myers’ artemis avionics communication and location system allows airborne search and rescue operations to locate missing persons and communicate with them in areas without the need for any public cellular networks. it operates using standard omni-directional antennas, acts as its own cellular network and has been specifically designed for use in search and rescue helicopters. in the right conditions, artemis can locate a mobile phone from more than thirty kilometres away and during recent flight tests successfully located a phone buried under three feet of snow from a distance of sixteen kilometres, while at eight and a half thousand feet in a fixed wing aircraft. the judges were impressed by artemis’ potential and what it will bring to search and rescue efforts, with one judge stating that it will save lives. best use of critical communications for transport winner: radlink communications, aurizon rail radlink communications australia designed and delivered a tetra network to aurizon rail, australia's largest rail freight operator. the network consists of seventy-nine sites and covers two thousand six hundred and seventy kilometres of rail network, and links fifty coal mines and four major ports. it replaced four outdated independent analogue systems and consolidated their user bases together with train control, shunting, maintenance and wayside operations, into a single cohesive network. network design and deployment took only fourteen months and was carried out across difficult and challenging terrain. our judges were struck by the way in which radlink was able to address the many challenges it encountered while keeping to an extremely ambitious timetable. best use of critical communications in utilities winner: powertrunk, diverse power tetra network diverse power, an electric membership cooperative based in georgia, usa, acquired a tetra system in 2013 and worked with powertrunk to expand it – which was completed in 2017. instead of limiting its tetra coverage to its own area, diverse power has joined forces with other neighboring electric cooperatives to provide tetra coverage into their territories. this aided in the co-operatives’ response to the hurricanes that struck georgia in 2017. harris county’s sheriff’s office and emergency medical services also use the network, and tetra’s voice clarity played a key role in their decision to do so. diverse power’s network is also used by four local police and ten fire departments in georgia. the judges complimented diverse power on its “great and pioneering use of tetra in the us”. outstanding single-site critical communications installation winner: athonet, 5g-ready critical communications the agnico eagle laronde underground mine in canada deployed a private lte network for its laronde zone 5 project, which is the deepest mine in the western hemisphere. it used athonet’s solution, which was installed by system integrator ambra. the system is fully based on 3gpp standards and fully compatible with all lte standards-based mobile operator networks, bands and off-shelf devices. it has also been built with support for mission-critical lte and 5g features. a fleet of five hundred smartphones is complimented by a complete mobile core that supports push-to-talk and push-to-video over lte. the system has enabled the mine’s supervisors to receive information from their workers in real-time, when it had been previously only been exchanged during shift changes. the judges described the project as an “impressive, innovative, and unusual deployment”. best evolution to future broadband winner: secure land communications at airbus, tactilon dabat the tactilon dabat is the first device to combine a smartphone and a full tetra radio. it provides mission-critical users with the resilience and reliability they’ve come to expect with broadband speeds and the rich array of applications that smartphones provide. it has a large clear display, a professional push-to-talk key, excellent voice quality and an intuitive interface. the tactilon dabat is supported by the airbus smartwisp programme for application developers. about a hundred companies have already joined the programme, which is working to build a professional app ecosystem. the judges described the tactilon dabat as an “excellent example of an evolutionary approach to handset design”. best use of control room systems winner: motorola solutions, project green light detroit project green light detroit is the first public-private-community partnership of its kind. it allows local businesses to install and maintain high definition video surveillance cameras that live stream footage back to detroit’ police department’s real time crime center. there it is received, monitored and analysed by operators using motorola solutions’ commandcentral aware software to help address crime and boost responsiveness to incidents. the project has resulted in a 23 per cent reduction in crime (on average) at the locations in which it operates, including a 44 per cent drop in the number of car-jackings. it has also allowed criminals to be caught in hours, rather than days or weeks due to its ability to clearly capture visuals of suspects. the judges were impressed by these figures and the project’s innovative use of video and data. tcca young engineer of the year winner: thomas roth, gryphon secure thomas roth was hired at the age of 16, by the swiss company schindler, to develop embedded software. in 2010, he published his private security research on using a new technology on the amazon cloud for encryption breaking, gaining him global recognition. at the age of 20 he published an attack on the most common point of sale/card-payment terminal in germany and was even able to load a game of “pong” onto it. he has since published his attacks on trustzone, and researched secure communication platforms such as protonmail, spideroak, and tutanota. in 2018, thomas was named one of the top 30 under 30 years of age in technology by forbes magazine. thomas’ impressive list of achievements prompted one of our judges to express their gratitude that he is working for the white-hat side. outstanding contribution to critical communications winner: david chater-lea, motorola solutions dave has spent more than 35 years of his career in mission-critical communications, and has tirelessly supported the development of standards and the needs of the industry in etsi, tcca, cept, and 3gpp. he has been a key member of the tetra standards community since 1994 when he joined what was then etsi res6 wg6, which designed the tetra security standards. he continues in his roles as chairman of wg4, vice chairman of wg6, vice chairman of tcce and vice chairman of 3gpp sa6, and continues to drive interoperable standards solutions forwards. our judges commend dave for his outstanding and long-term contribution to mission critical wireless standards, with one saying that “it is hard to think of anyone who has been more influential in
